Someone is finally taking up Hugo Chavez, the President of Venezuela, which owns CITGO,  on his offer of cheaper gas and heating oil this winter.  Congressman Jose Serrano, who represents the Bronx has negotiated a deal, as has William Delahunt of Massachusetts.   Democracy Now has an interview with Serrano. 

Meanwhile,  announcements of an election boycott on Tuesday and Wednesday of this week ( with party leaders citing concerns about voter fraud and ballot secrecy) have led Chavez to decry U.S. interference, according to Venezuelaanalysis.com 

Another conspiracy is being acted out against Venezuela, and I am not going to blame the dogs but the masters, the government of the United States.
